The two most common ways to start a company in Dubai work differently. Here's how to compare them for your activity, customers and plans.
Two routes to the same goal
Most new businesses in Dubai choose between a mainland company and a free zone company. Both give you a licence to operate, but they are regulated by different authorities and suit different kinds of business.
There is no single right answer. The best choice depends on what you sell, who your customers are, where you need to work and how many people you plan to bring on a visa.
What is a mainland company?
A mainland company is licensed by Dubai's Department of Economy and Tourism. It can trade directly with customers across the UAE market and bid for a wide range of contracts.
Most professional and commercial activities on the mainland can now be 100% foreign-owned. Mainland companies generally need registered premises with an Ejari tenancy, and the size of the premises can affect visa allocation.
What is a free zone company?
A free zone company is registered with one of the UAE's free zone authorities. Many free zones focus on specific sectors and offer packages that include flexi-desk or office space.
Free zone companies operate under their zone's rules. Trading directly on the mainland can be limited, so it's worth checking how your customers will buy from you before choosing.
The key differences at a glance
- Market access — mainland companies trade across the UAE; free zone trading rules depend on the zone.
- Office — mainland usually needs registered premises; many free zones offer flexi-desks.
- Visas — the number of visas often depends on your premises or package.
- Activities — both offer many activities, but some need extra approvals.
- Authority — the Department of Economy and Tourism for mainland; the free zone authority otherwise.
Questions to ask before you decide
- Will most of your customers be inside the UAE, or abroad?
- Do you need a physical shop, warehouse or client-facing office?
- How many employees will you sponsor in the first two years?
- Does your activity need approvals from other departments?
- What is your budget for licence, office and visas combined?
